An international observer assists Palestinian shop owners in the old city of Hebron while preparing Ramadan sweets, in the divided West Bank city of Hebron on Aug. 9 2011. According to media report, temporary International Presence in Hebron (TIPH) is distributing 41 tons of free flour to a number of bakeries and pastries in the Old Souq during Ramadan. The flour is used for traditional Ramadan sweets and bread, which then are sold at almost half price, TIPH expect this project to increase trade in the Old Souq by encourage Hebronites from all parts of the city to go there during Ramadan. TIPH is a civilian observer mission that was called for by the Israeli government and the Palestinian authority in 1997 to support them in their efforts to improve the situation in Hebron. It cooperates with local organizations and institutions in projects that contribute in promoting a feeling of security for the Palestinians, to encourage economic development and growth and to promote an appropriate environment conducive to the enhancement of the well-being of the Palestinians of Hebron.
